can the tps be cleaned,located on fender

I have a 99 m104 engine,the parts people say my TPS is on the fender,I have drive by wire.My throttle is not opening good,and I might have messed this up.
Seeing it was a cable ,spring,and moving device.I cleaned it with WD-40.I might have got oil into the part.
