All lamp signals go thru a computer(lamp monitor). This computer can fail and not allow any or all of the lamps to come on.

Your tail and brake lights have no relays. They are protected by a fuse. Your fuse maybe partially blown. It is showing good but the resistance on the fuse is too high. Try to replace your fuse with a new one. Also the contacts on the light sockets are loose or not not making a good fit. Clean the contacts and reinstall the lights.
