190e Cold Idle

My 1988 190e 2.3 does not reach fast idle when cold. It starts fine, but the idle stays at around 700 rpm. I'm trying to figure out which temperature sensor the computer uses for fast idle. What do each of these sensors do....Thanks for the help.

Could possibly be the infamous blown OVP fuse, do you have any warning lights on at all?

No warning lights. The fuse on the OVP is ok.
