X11 Voltage Reading?

90 300E. Any ideas why I'm getting full charging voltage 14Vish between pins 2-3 of the X11 connector with a warm engine? I have the red probe in 3 and the black in 2.

This should be closer 6-7.5 volts I gather. Should also mention with just the red probe in 3 and ground somewhere else, I get the normal switching 6.5 +-.5 volt. Pin 2 is just a ground as far I can tell, something must be wrong with it? Car runs great, so I doubt I have 100% lean or would it be 100% rich duty cycle reading.

Is this a California car (Car manufactured for California?)

Other than that, yes pin #2 should be ground, #3 Lamda on/off ratio.
