Bru, that wire is for your brake fluid level sensor. I can tell you that your 124 is the victim of the very well known biodegradable wiring harness issue. If you are seeing those wires like that, just know that there are many, many more like it hidden by wraps, etc. If you plan on keeping the car, you will probably want to replace the wiring harness. It is DIY'able if you are handy. The harness is not cheap, but shop around for the best price.

The connector you see on the metal apron near the weatherstripping bump seal is the starter hot wire point - it is used to test the starter or hot starting the car when in the workshop bay.
as chris said - the wiring being crumbled like that is a sure sign of other wires totally crumbling away inside the looming. if you are adventurous diy type and have no issues working with wires on engines then go for repairing it DIY, its a simple task of replacing the crumbly wires with new wires. The bigger expense due to the crumbly wires is the failure of the electric throttle motor (same cracked and broken wires inside the motor too)

Thank you I opened some looms up and found the wires like new and the plugs themselves look clean . Is it possible the prior owner changed the harness and left that behind because it wasnt big deal ..I checked looms at coil packs, thermostat housing, and throttle actuator all new loooking

Do some searches for the bio wire on this site. The wire is used vehicle wide, some cars have burned from under dash fires. The under hood wire comes apart first due to high heat. Interior is next due to sitting closed up in the sun.
