1990 560sec, Headlights don't work on bright.
 

Hi, I have a 1990 560sec, My headlights don't work on bright, They do work on dim, But not bright, I checked the left and right high beam fuses, They are (Both) fine, But there is ( No ) power to them, If I put power to either one of these fuses the bright headlights will come on with the switch on bright in the bright poison, I am assuming it could be a Relay, Headlight Switch or the Dimmer Switch in the column / turn signal switch lever or is there something else that I don't know about ? O and yes my engine to chassis ground strap is fine.
