560SEL no start getting too much fuel

Hello everyone, new member here and I am having an issue with my newly purchased 560SEL not starting. I changed a fuel line that was cracked and started the car up and parked the car in my driveway. The next day I went out to start the car get it up to temperature and check the timing and the car would not start. While cranking I noticed an excessive fuel smell.

I have verified that the car has good spark and that the cam timing is correct. It seems like it is just dumping way too much fuel into the engine.
I have unplugged the cold start injector and still no luck.

I’m installing my service manual currently but could use some help on what to check next. The car has just under 200,000 miles. The previous owner adjusted the mixture adjustment screw in order to get the rpm down (bad OVP relay fuse) so I’m not sure if that is set where it should be. The car has always seemed/smelled too rich at idle.
