Remove Nut or Nut, bolt and Sleeve on P/S Fluid Reservoir?

I am changing the power steering fluid and filter but the nut that holds the filter and spring wants to take the nut, bolt and sleeve together. It is unscrewing from the bottom. Is that right? Somehow I don't think so.

I could jam 10 mm nuts on the cap bolt and force the nut holding the spring off the top but I just want to make sure I know what is correct before I proceed.

Please advise.

Got it!

The answer is: either way will work.

I got a call back from 1800-for-Mercedes and was told that the rod is threaded at both ends so simply back it all the way out, remove and put the shaft in a vice or something to get the nut off to make reassembly easier.
