My 190E oil pressure gauge stay at 3
when the switch is turn on. It stay there
all the time when car is moving.
The min it drop is about 2.8 when the
engine is idling(sometimes)
What is the normal reading for oil pressure ?
what will be the problem when it is too low
or too high ?

Does it stay there even with the ignition switch in the on postion but the engine off?? If not, the oil pressure is fine.

yes, it goes to 3 when the ignition
switch is in on position.

There is a problem then with the sender unit or the gauge. To test this just unplug the sender and look at the gauge then ground the wire and look at the gauge if it changes, the sender is most likely at fault.

After unplug the wire from the sender unit,
I discovered the plug was loosen due to broken clip. The problem was then rectified.
BTW, How and when is the best time to measure the engine and transmission oil level ? Should I do it before the engine got
started early in the morning ?

The best time to check the trans fluid level on an auto is when warm after aprox 10 MI. of travel...The fluid level should be between the two lines and not exceeding the top line!! Check the oil level cold. Wipe off the stick and it should be between the lines and not exceeding the top.
