Relays are getting hot!!

On the 89 300e, the OVP, Aux fan relay and the power windows relays all get hot after just a few minutes of running. Any body got a clue? The aux fan runs all the time but swapping the relay doesn't change anthing. Jumping the coolant sensor and disconnecting the freon pressure switch doesn't stop it either. Alternator is putting out 13.85 volts.
