How about more info such as the car year/model and the bulb model number?
What symptoms do the remaining 3 turn signals exhibit when signaled? You have eyes on the car so having more info to set up the scenario is helpful

Model info etc. is always helpful, please provide same.
I'd suspect a weak headlamp ground on the same side as the turn signal problem. Clean and tighten every brown wire connection you can find. Good luck!!!

Perhaps he is talking about the overnight clearance lights which are illuminated by moving the turn signal stalk up or down while the ignition is turned off.
