When closed, should a heater valve block all coolant flow?

When I checked mine (87 190e) out of the car with vacuum applied, it will flow just a trickle of fluid. Is this normal or should it seal completely.

There have been 3 different brands of these heater valves on the W201 chassis. ONE brand didn't seal off the water completely, BUT it should have.
