I will have to do some research myself to answer your question. This system is meant to help keep the car level at all times. Not to work as a lowering or raising kit.

As Benzmac said the system is designed to compensate for extra weight in the car. In a new vehicle without anything in the car the system should be at rest. As time & mileage goes by & the springs start to sag the system has to work more. If you can lower your car by moving the valve, then the springs are sagging. This can be good or bad depending what you are looking for.
