WHAT vacuum line is this?! (pic)

Well, this doesn't look good. I'm assuming this vacuum line [red arrow] (and the one next to it that you can't see in pic) are supposed to be connected. If so does anyone know where these should lead to? Also, could this be the elusive cause of my wild lambda ratio readings?

There are two there, Paul

Top one goes to the thermovalve on the head at the near front and the bottom goes to the recirculation valve on the left fender above the EZL.

The EGR valve is in the upper left corner:
