Can someone tell me what the round warning light with three lines on either side is for. I think it is for brakes, but not sure.

Yes you need new brake pads...also check your brake rotors too.

That light is an indicator to show it's time for brake replacement and a check of the brake rotors. I've also run across cases that one of the sensor wires that turns the light on is grounded someplace and the vehicle may not need anything other than a sensor replacement.
