Electric Cooling Fans - 350SDL (W126)?

I have a 1991 350SDL (diesel). Electric cooling fans used to cycle between low speed and high speed when needed. Now only the low speed kicks in no matter how hot it is. The fan relay has been replaced with no change in the problem. Can anyone suggest what the fix may be?

The high speed is designed to come on when the engine goes above 110C.
The low speed comes on when the A/C pressure is above 16 BAR.
