seat belt retractor

My 89 300CE (2 door model) seat belt doesn't work (on the passinger side only). Normally, when the door is opened, the belt would moved back and it would moved forward when door is closed. When the belt is buckled, it then would moved back again to the home position. For the last two weeks it doesn't want to move at all. It just sits there at the home position. I have tried to apply 12V to the motor and it works. The motor does move back and forth. Does any one have or had the same problem. Please, help if you know.

I believe that there is a relay encased in the body panel where the regulator sits.

That could be a place to start ! !
