Does someone know what these two wire are for?

My dad just got a 1998 C230 and there are two wires sitting by the driver's side fender. One is yellow with a red stripe, the other is brown. Does anyone know if these are supposed to be connected, or are they for automatic headlight adjustment or another option? It has the headlight wipers.
