On an '87 190D, where is the vacuum modulator? And what is the black, bell-shaped valve/gizmo on the firewall in front of the battery? I seem to be getting vacuum over to there, but not out of there to the trans modulator (black line).

The modulator is located on the transmission. I don't know which of the valves you are talking about, but it is a control valve and will only have vacuum when it is energized.
