Serious 420 SEL expert needed!

Near the front of the Idle Control Valve there are two small black nipples to which two small vacume lines fit, one of the lines come from under the distributor cap cover. The part itself looks like a bolt with a 3/4 inch head with the black plastic nipples on top. What is this and what should I do if both nipples are broken off. Obviously I will replace it on Monday, until then should I plug one or both hoses or hook them together?

This is the 50 degree thermo valve part number 0001407160. Fred I can not explain what would be the best to do if it is broken.

plug the vacume lines and drive away wondering why they put this part in anyway. Actually,once it warms up,it closes anyway.
