Yep - no power - monovalve open, 12 volt - monovalve closed from what I understand.

I'm not sure, but I don't think that the monovalve is simply open or closed. I believe that the signal to the monovalve is either an analog signal or a varying duty cycle.

To isolate your problem, somehow block coolant flow to the heater core. If the system then makes cool air you will know that you are on the right track with the monovalve and associated controls.
