stuck seat belt extender arm
 

My driver side seat belt arm/extender/hand over/presenter stays in the extended position. If I start the car, the arm will extend, I'll clip the seat belt but the arm will not retract. I have to remember to reach back and clip the seat belt first before starting the car. I push on the arm to put it back in place. I've removed the fuse, hoping it would reset, but no luck. Passenger side works normal. I've taken out the back seats and looked around the mechanism, but nothing obviously wrong or loose. Is there a problem with the timer that retracts the arm after a length of time?

Any other ideas?
