I am not making any sense from your numbers, are you in Salt Lake county? The web site indicates your vehicle should have gotten an IM 240 test which includes a reading for NOx.

The MAX is understandable, but to help determine what may be the cause of the emissions failure I need to know are these readings from a 2 speed idle test?

is the MEAS the measured emissions from your vehicle?

The numbers submitted, you stated ' these are the passing grade for my car" does that mean, the numbers are what your vehicle actually tested? or are these what your vehicle MUST meet to pass?

I am in Salt Lake County. The test is done at 15 MPH and 25 MPH. The MAX is the maximum allowable and the MEAS is the actual measured reading from my car.

The second test results I showed are from a 560 that did pass the test.

I purchased a used fuel distributor on ebay for $200. My 560 now runs smooth and best of all it passed emissions.
