If a compressor does not turn, does that mean that it needs replacing?

If your compressor does not turn by hand (lockup) you have to replace it with new one.

I have a 124 and it's very easy to replace. Just four screws and one for the hose.

You will need a special tool to remove the clutch,coil,also you need a licensed a/c mechanic and equipment to recharge air condition system by law you should recover your freon,take it to shop for repair.

My car is a 89 190E 2.6 So am I to understand that I can do it myself? Is there any back pressure from the freon?

You can do the job yourself, but you need to take the car to a licensed A/C shop to have the system evacuated. Once the system is evacuated there is no worry of freon escaping. Then when done with the work, go back and get a recharge and oil.

I don't know if the shop would charge to evacuate your system, I have a friend who has the equipment, and he evacuates my systems for nothing. Can't say the same about the recharge though.
