How often should the dust and charcoal filters be changed? Are there any tell tale signs that they need changing?

Cotton fiber dust filters are good for 45K+ miles, The polycarbonate ones are "designed" to be replaced every 15-20K miles. The charcoal filters are designed for 120K miles, however in "high" smog areas like LA or Atlanta they can fail much sooner.
