When first started the 2-3 shift "flares", rpms jump about 500. Once the car is at normal operating temperature, the flaring more or less disappears. Adjusting the modulator reduces the flaring when cold, but at the expense of much firmer shifts in other gears. With A/C on when car is cold there is no flaring. What could cause this? Is this something to be concerned about?

There are a number of alternatives depending on your finances and local technical expertise.

The problem is probably related to both free play in the K1 clutch pack and lack of resilience in the pressure plate lip seal. If your tranny has over 150k you probably should rebuild it. That's one option.

Another would be to do nothing as it will probably go for years that way.

Also if you have someone who knows these transmissions, there is a kit out for adjusting shift overlap with difference valve springs. In this case a stiffer spring on the B1 shift valve will delay release of the B1 band servo. A slight modification to the intermediate plate fill bore will also help.
