Does the State of Connecticut require auto emissions inspections? If so, when (at registration?) and how frequently - annually?

Yes, CT does require an emissions inspection. In cars newer than 20 yrs old it's every 2 yrs ($20.00-cash only!); otherwise it's every year ($10.00/yr). They'll require it upon registration in the state, and your renewal will be on the anniversary of your registration. If you're late they whack you $20.00, and if you fail you get one free retest.
