jumping pins 7 & 8
When you say, jumping pins 7 & 8, are these on the fuse panel under the hood? What happens if I jump them and still nothing happens? Also, if I'm getting 10.5 cranking volts to the pump, them the relay is good right??? Would it not have to be the pump??? I need to order tomorrow. Thanks!

Since the fuel pump relay appears to be functioning correctly, did you check fuel delivery by unhooking the return line place it in a container, and run the pump for 30 -40 seconds? You should get about 1 liter of fuel.

No, but I checked for fuel delivery in the fuel rail on the top of the engine.

A big problem on various mid 80's Volvos is the fuel pump relay itself. Solder joint cracks cause problems with the relay itself. The relay may engage but not pass the proper current and voltage. The solution on Volvos is to take the plastic cover off and resoler all the pins.
This may also work on your car. It's worth a try since there is no cost involved.
