Called exhaust manifolds. Usually in some stage of being rusty. This is pretty normal, especially with the vintqage of your car.

Boy, questions galore. They usually last until they start to rattle, leak, or you car can't pass an HC emissions test. They generally should not be rusty.

If it didn't come with it, then you don't need it now. But, if I am understanding you correctly, you are saying that it needs a new one or are you saying it doesn't have one?? You've got me a little confused...

Emissions inspections in some Florida counties are being dropped effective July 1. Don't know about where you live, but you might want to check it out.

Benzman,
I believe you have dual catalytic converters.
But usually, even if there are inspections, cars that are 10 years old, or have over 100k miles on them are exempt, so either way you should be allright. (unless your converters are plugged or all busted up inside).
just my 2¢ -Larry

Your car will pass emission test without the catalytic converters. If your car failed, it is probably oxygen sensor related. This is all assumming that your car is running probably, fully warmed up and the air filter is good. Also if you failed the idle test but passed the cruising test, you can adjust the idle mixture - this must be done at a properly equiped shop. Good luck.
