How is foglight/bumper bracket attached?

I have a 500E and would like to remove and replace the foglight/bumper brackets but they have the little roung pins with crimped nuts? If I take them off how do I get them back on and do I need a special tool. Please see links for picture ( I can't figure out how to post pics). Thanks in advance.

I'm not sure how you would remove those, they almost look riveted.

I'm curious, why do you want to remove them?

Long story

I purchsed a new bumper and it is 1/4 inch lower on the passenger side. I believe it is because one of the brackets was bent and a little loose. In addition, the holes that are used to attach the bumper to the body were also drilled out a little, which I think allows the bumper to sit lower. If it is an easy job or even possible I'm willing to try to fix the bumper height.

As best as I can tell from your photos, those appear to be a type of Pop-rivet. You need to drill them out or use some sort of grinding tool to grind the heads off. Depending on what type and thickness of material is backing your new bumper, you may be able to use sheet-metal screws to install the old brackets to the new bumper, otherwise you'll need a rivet tool. Whatever tool and fastener you wind up using, be sure it's not too long so it doesn't penetrate the outer bumper skin.
