You will have to have a wiring diagram as every year is different almost. There are probably two relays for low and hi speed. One common problem is the resistor used in the low blow condition which is the one you are missing.
Pretty easy to check. Pull the wires from the pressure switch on the drier and put them together, this will turn the fan on. If it isn't running check the resistor (big ceramic looks like ignition ballast resistor) with a test light. If it lights one side and not the other the resistor is bad. If neither side is hot then the relay or fuse must be checked.
