how to set timing

hi how to i set my ignition timing to 43 degress btdc.at 4500 rpm using a timing light and tachometer?

hmmmmm let me see????? my manual tells me to adjust timing at 43 degress BTDC at 4500 rpm without vacuum . for fintail 200 MB
