88 300TE Hesitation

I have read numerous posts on hesitation problems but need some advice. My car never starts on the first try, but will start the second time. When cold it hesitates badly and sometimes pops like a backfire at the engine. It improves alot when at normal temperature. I have recently replaced the plugs, wires, cap, rotor and fuel filter with no improvement. Any help would be greatly appreciated!

Difficult cold starting and backfiring through the inlet are both symptoms of a lean mixture when cold. Possible causes are no control of the EHA (electro-hydraulic actuator) due to anything from a faulty OVP (over-voltage protection relay) or its associated fuse through to a faulty ECU. The EHA itself may also be at fault. The first thing I would be checking for is correct closed loop operation by testing duty cycle at the diagnostic connector or EHA current as per the DIY article "Evaluating Electronic Engine Controls".
