Had the same problem...

The horn wires carry 12 positive, and the horn ring grounds the circuit.

One of my horns failed; I installed a replacement.
Or, disable the bad horn, and just use 1 horn.

Pull the steering wheel and clean the pins and contact rings

Yep, brass ring with spring loaded contact pin. Clean em with pencil eraser. Also check horn ring for needing cardboard bushing support. Center steering wheel pad pulls straight off. Then one massive 22mm (?) nut secures the wheel. Same as everything on 108 should be an easy enjoyable fix.

That's a rare option horn, designed for elderly drivers in Florida.

Thanks guys

I think cleaning the contacts will do it. It sounds like there is dust under there cause when i turn the wheel I'm now hearing a scraping sound. And just to think, if the fix is as simple as this, i paid my mechanic $200 to fix it the last time it happened. Yes, i could take it back to the shop but i'd rather learn how to fix this stuff myself. Makes driving these cars that much more enjoyable when i know it inside and out:-)
