I believe the pressure you are looking for is 2 bar, or 29.9 psi.

It was reading 30 psi but it ran weak and lean. I adjusted the pressure to 35 psi and it ran alot better with way more power. Am I overlooking something else that might be causing low power and popping back though the throttle body during acceleration?

Could be ignition.
Could be clogged injectors (hence why more pressure helps)

Usually it's ignition. Is your timing spot on 5°ATDC with the vacuum connected (7°BTDC without it)?

Stan:

Did you connect the pressure gauge properly? Per the manual, it is supposed to be connected into the cold start valve supply line with a TEE fitting. Adjust the regulator to get 2 bar pressure with the engine running.

The correct pressure is 32psi. When you switch off the pump, the presure should hold. Not necessarily forever, but it should not drop immediately. -CTH
