going under hood to shut down engine
79 300 SD, 118,000 miles, When I first got this car I had to use the stop lever to shut it down, turned out that a large plug in receptior behind the climate control panel was not fully plugged in, repaired that and the engine shut down with the key. Now it has started to do that again, everything is still intact behind climate panel, doors lock and unlock with key, should I go ahead and replace the fuel shutoff on the ip and be done with it? Also, when checking for vacuum leaks ,is it ok to spray suds on connectors to see if they bubble, or will this introduce water into the system?

Get thee a vacuum tester and verify what is going on.
You need to verify if you have vacuum at the shutoff. Mighty Vac is the key. Jim
