67' 250S - Carburetor Jets - Zenith 35/40

Does anyone know where the jets for the atomizer should sit in the float chamber? Do the jets sit close to the gas level? In the gas? Or above the gas level in the float chamber. I keep changing my float level, and gas keeps pouring into the emultion chamber. It is too rich, and I keep trying to lean it out. Where should the jets sit?? Any help would be thankful.

Is the gas is dripping from the "top center" portion inside the carb?

When I rebuild mine, I found a small O-ring that was worn out. It is located on the side, where the "top center" portion attaches to the carb body.

Welp, believe it or not........I missed that oring, and just replaced it.......and.......presto.........IT'S STILL BLOWING GAS OUT OF THE MIDDLE PART.....atomizer..AHHHHHHH THESE CARBS!!!
