w108 250s Vacuum throttle control

So I was doing some internet research and came across a online Zenith Carburetor manual. I noticed a page on the vacuum throttle control http://www.jaimekop.com/CarbManual/Page26-27/index.html
My carburetor does not have one of these and describes some of the issues my car is having. Do I need one? where can I get one?

I have ones with and without, it should run either way. It just prevents the sudden high vacuum signal upon quickly shutting the throttle. which can upset the carb, distributor, and sucking of oil through weak valve stem seals. If the total engine is mechanically correct, there will be no difference. Check the earlier non-smog engines without.

I have a problem of understanding the way that the Vacuum Throttle Control works. Please someone explane the basics - I understand that it is used with automatic transmission and when starting the engine the vacuum shortens the rod but thats all..

The picture shows how mine looks now when cold and not attached to the engine and the screw as shortt as possible - how an earth does the ventilation of float chamber happen when the hot engine is stopped?
