block heater, location?

1970 250C. Hello, bought an OEM part, but unsure where to put it. Does not appear to go where I have seen others( passenger side of block). There are some recessed 17mm hex caps? on the drivers side, are these for draining the block of coolant, they appear too small in diameter for the block heater plug. Thanks.
