You might have a bad fan relay. Tap the metal can relays while you have the over heat sensor (not the temp sensor) grounded. Pretty common for those old mechanical relays to stick. Another common problem is the plug connector between the aux-fan lead and the wiring harness, located next to the radiator behind the front valance. These connectors can easily get dirty, so I would open it and clean both ends. It's an easy fix.
