109 blower motor question

This pic is my a/c blower motor, goes into the sheet metal by the passengers feet. I wrestled it out and did not see where that rubber gasket came from. I have been told it goes on the back side of the panel, and is accessed by removing the tire and inner fender. My question is, what is the big hose clamp for? Does it hold the gasket on somehow? Which way does the gasket sit?

Someone added the hoseclamp for some unknown reason. Look at the area where the fan came from and there should be a clean area shaped like the seal.
