W114/115 owners- does this look normal?

I've got my eye on a 114 250 that's a bit far away just to pop over to view- the seller has posted some pics up and I wanted to check if this looks normal- the area above the mudflap where you can see the tyre and it looks like a chunk of lower panel is missing?- as I don't have any other cars to check it against or a pic of the other side...

That is NOT normal,
a whole piece is missing over there.
here is a pic from my w114 and it is not the same.
ask him what was done to it.
