Replaced all of the instrument panel's bulbs, everything lights up but....

.....the instrument cluster. I have blinkers, E-brake, high beams but nothing else. I took it out and replaced every bulb, whether it was needed or not, with brand new bulbs.
Should I be looking for fuse issues, if so where?

Well it could be a fuse. If you take the cover off the fuse box each item a fuse covers is listed inside the cover. But I would more suspect the ground system. That instrument unit is very "touchy" when it comes to grounds. I would say, unless a fuse is the obvious problem, that probably one edge or one corner of the instrument panel is not seated correctly.

Dash rest entirely surrounded by rubber/plastic....

It is usually a loose ground.

A few things to check:

Have you jiggled the dimmer? Bypassed it?

Tried jumping a hot lead to the instrument panel to verify?

someone might be able to help if we knew model you are dealing with, the only best guess anyone could possible make is based on the picture in your signature; are we talking about a w114/w115 by any chance?

Like Palolo said, try turning the dimmer knob first. If that doesn't work, take out the potentiometer and try bypassing it like this:

You're absolutely correct, a model and year would help. I am talking about a 1976, 280C, 114 body.

Yes, I've jiggled the dimmer and it feels rough. It turns but it feels like it grinds, probably some corrosion in there.

Try contact spray, it helps with corrosion and if its that it might bring it back to life.

by pass is the best for those , the lights will thank you for it. If not that then run a ground from the metal part of the dash pod to a known ground
