I think you might be referring to the vacuum switch over valve. It's both electrical and vacuum in function.

Should there be vacuum at both the advance and retard lines? Or vacuum present at retard vacuum line only upon deceleration? I seem to have vacuum present to the advance vac line at startup, but not the adjacent retard vac line. Is that normal?
