solex 4a1 with no float chamber vent valve

see this solex 4a1 carb with a cover. blocking the gas chamber vent valve and see no vacuum tee on the side of carb for egr valve vacuum would it be safe to install this version ? has two piston powervales on top of choke cover housing in the middle front area.
