A guess would be a stuck/worn down float valve.

Card Float Needle And Seat

Friend,
To the best of my recollection, the carburetor float needle and seat assembly at the fuel inlet to the carb. will loosen from its mount in the carb. top.
This causes fuel to flow into carb at an uncontrolled rate.
The float needle may also simply be dirty or sticking.
Best of luck.

also could be a fuel logged (waterlogged) float. that sinks instead of floating.
