Back in the day when I first worked for Mercedes, I drove a 56 190D. That was an experience. On to your problem. You said you changed the brake hoses, and I'm assuming all four even though that has nothing to do with your problem. Occluded brake hoses will only cause irregular braking. You didn't mention adjusting the brakes. Drum brakes that are not adjusted for wear will give you a low brake pedal. Also if you open the bleed screw too much, you will syphon air around the threads causing you to think there is still air in the lines. I can unscrew a bleeder screw way past cracked open and go through gallons of brake fluid in a day and still have bubbles.

found my prob

wrong break fluid
make sure your fuild is the right one for your car, i had to get the top of the line stuff. now they work fine.

What do you mean by wrong BRAKE fluid? Any DOT3 or DOT4 should be fine. What did you have in there?

Another thought - if you have a booster on the brake system, the booster is supposed to be done first and next to last. The master cylinder is supposed to be done last.

i used dot3
sais on the cap, Dot4 and up.. im pretty sure thats what happend. i did it a long time ago and forgot about this post.

basically, i put in dot3, worked great. after a day it screwed stuff up so i needed new brakes.

'83 300cdt needs dot 4+
