'80 nonturbo 300d heater blows only when switched off

The title pretty much says it all.
If I push any button other than the "off" button I get nothing.
The controls are situated vertically if that helps.
Tore the console apart and can't sort that darn thing out, any advice/?/ is this my next step?

Well I checked the amplifier and replaced a couple of blistered resisters to no avail. There is one part in there that seems to have melted, leaving a puddle of hard tanish resin at the base. It is the second piece from the top left if you are holding the unit with the pins at the bottom. I tried unpluging the amp which didnt change a thing (fan still blew on high in the off position alone). The servo dosn't seem to have any cracks in either part. The smaller of the two main parts has a metal body. Is this original equipment? I have access to a parts car but I have no idea of the condition of the parts in question. Still trying.
