W116 Shifter Stuck

I met a man who has a 450SE Euro that will not shift out of park. This one is a column shifter rather than a floor shifter. I briefly looked at it, but had no ideas. When you turn the key the steering wheel is unlocked, but the shifter can not be moved. In fact when you are in the driver's seat you can not pull the shifter towards you in order to shift out of park. I do not know how the shift mechanism works, but I an guessing that it is related to a mechanical connection to the ignition to unlock the shift lever.

Any thoughts???

I Would Crawl Under The Car And Check The Linkage To The Tranny. See If It Is Bound Up.
