I would start with Lucas or Redline fluid additive for transmission flaring, if thats what it's doing. Later version trans has adjustable vacuum control module. Its like plastic cap you rotate and replant to tighten up shifts, located on upper passenger side you need lift to access it. Betcha tranny flaring is what robs fuel mileage. Oughta be getting solid 16mpg.

Yeah, earlier fluid 4 spd has an adjustable modulator too, a 10mm lock nut then a little 4mm 4-pt nut in the center. I adjusted mine in 1/4 increments to lower my shift points, took two adjustments to get it perfect. Also smoothed out an annoying clunky downshift into 2nd coming to a stop slowly.
11 is way the heck too low even for an auto, it should be getting mid to high teens. I got a solid 19 on an all-highway trip recently going about 60mph. I thought it was a fluke but it happened both to and from. Then I'm back down to a lousy 15 in heavy Big Dig rush hour traffic jam crawls the next tankful. http://www.mercedesdismantlers.com/16BoltInstallationInstructions.html if you have the earlier auto.

i had nothing but problems with my 73 280's Zenith carb. the float guide would always pop out, causing the fuel to stop. the whole top section of the carb would have to be reassembled and the sleeve pushed back into the chamber before it would run again.

I'll start by changing fluid and filter. Parts are on order and I figure I'll do it next weekend. I have an oil change, valve adjustment, and new valve cover gasket planned for this weekend. I might wash the heck out of it and start buffing out the paint if I'm feeling motivated.
